docs: fix broken in-page anchor links - #3128

Several links pointed at heading ids that no longer exist: - exposition_formats: #text-format-details -> #details - multi-target-exporter: #text-format-example -> #example - native_histograms: #open-metrics -> #openmetrics, #limit-bucket-count-and-resolution -> #limiting-bucket-count-and-resolution, #limit-the-bucket-count -> #limiting-the-bucket-count - node-exporter: drop the self-link to a missing #tarball-installation section; the tarball steps follow directly below. A few in-page links on prometheus.io point at heading ids that don't exist on the rendered pages, so clicking them just leaves you at the top of the page. I checked each target against the ids on the live site:
