👷 ci: run nightly checks in the overnight window - #244

Conversation
Scheduled checks started at fixed hours shared with the rest of the org, so their runs competed for the same runner pools. Cron runs in UTC and ignores daylight saving, so the slot 07:00 to 11:59 UTC falls between 11pm and 5am Pacific under both PST and PDT. Each repo takes its own slot, eight minutes apart, so scheduled runs start one at a time instead of in a burst.

The scheduled checks in this repo start at fixed hours that overlap the rest of the org's nightly jobs, and those jobs share the same runner pools. Moving this run into the overnight window, 11pm to 5am Pacific, keeps it out of the working day and away from the other jobs that start at the same time. ⏰
Cron expressions are in UTC and ignore daylight saving. The new slot sits between 07:00 and 11:59 UTC, which is 11pm to 3:59am Pacific during PST and midnight to 4:59am during PDT, so the run stays in the window through both seasons.
Each repo in the org has its own slot, and the slots are spaced eight minutes apart. Scheduled runs start one at a time instead of in a burst, so the runner pools do not see a spike at a single minute.
Only the
cronexpression of the scheduled workflow changes. The jobs, their inputs and manual triggers stay the same. The nightly run starts at a different UTC time after this merges.
